The pair have signed a \u2018binding term sheet\u2019 which grants the Australian business an exclusive 15-year licence to replicate the design, layout and configuration of XCF\u2019s New Rise Reno facility in Nevada. The formation of New Rise Australia formalises an agreement in June between XCF and Continual Renewable Ventures, a Perth, Western Australia-based sustainable innovation investment platform, to develop SAF plants in Australia. Meanwhile, a collaboration between Wagner Sustainable Fuels, Boeing and Singapore-based energy technology provider FlyOro has activated Australia&#8217;s first dedicated SAF blending terminal.<\/strong><\/a><\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>By year\u2019s end, <a href=\"https:\/\/xcf.global\/news-details\/2025\/XCF-Global-Signs-Binding-Term-Sheet-with-New-Rise-Australia-to-Develop-Renewable-Fuel-Facilities-Launches-First-Regional-Platform-to-Accelerate-International-Expansion-\/default.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">XCF Global and New Rise Australia<\/a> are expected to sign a definitive licensing agreement, subject to due diligence and regulatory approvals. The deal will deliver XCF a 12.5% equity stake in New Rise Australia as well as one board seat and licensing fees, though their announcement does not specify timing or locations of the planned facilities nor the SAF pathways to be progressed.<\/p>\n\n\n\n<p>XCF\u2019s New Rise energy plant template is designed to enable rapid deployment and scalable growth of new fuel facilities. It is also being used to build a second plant in Reno targeting annual production of 40 million gallons of neat SAF per year from 2028.<\/p>\n\n\n\n<p>The Australian government is prioritising the domestic development of a low carbon liquid fuels (LCLF) industry, including SAF and renewable diesel, as part of its Future Made in Australia programme.<\/p>\n\n\n\n<p>XCF referenced a Deloitte report commissioned by Australia\u2019s Clean Energy Finance Commission which said a local LCLF sector would strengthen national energy security, deliver a A$36 billion ($23bn) \u201copportunity\u201d, and avoid 230 million tons of carbon emissions by 2050.<\/p>\n\n\n\n<p>\u201cAustralia imports 80% of its liquid fuels, spending more than A$50 billion in 2023 alone,\u201d said XCF, \u201cwhile exporting A$3.9 billion in potential LCLF feedstocks. With less than 50 days of fuel reserves currently held onshore, well below the International Energy Agency\u2019s recommended 90 days, the country\u2019s reliance on imports leaves it vulnerable to global disruptions.\u201d<\/p>\n\n\n\n<p>Demand for SAF in Australia is expected to surge as both the Qantas Group, the nation\u2019s largest airline company, and Virgin Australia, the second biggest, each progress plans to achieve net zero carbon emissions by 2050.<\/p>\n\n\n\n<p>Both airline groups have partnered with other SAF developments in Australia, while Qantas has separately led lobbying of the Federal Government to introduce SAF blending and usage mandates to drive up demand and production while forcing down cost.<\/p>\n\n\n\n<p>\u201cOur partnership with New Rise Australia accelerates XCF\u2019s global expansion strategy and underscores the scalability of our modular renewable fuel platform,\u201d said Mihir Dange, CEO of XCF Global. \u201cAustralia combines strong policy momentum, growing aviation demand and abundant feedstock resources, creating an excellent environment to develop renewable fuel facilities.<\/p>\n\n\n\n<p>\u201cThrough New Rise Australia, we\u2019re deploying our renewable fuel platform to a new market, enabling rapid growth and efficient capital use while helping drive Australia\u2019s clean energy transition. This partnership showcases how XCF\u2019s platform transforms opportunity into impact, opening new markets, fuelling sustainable growth and shaping the future of renewable energy.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/xcf.global\/news-details\/2025\/XCF-Global-and-Continual-Renewable-Ventures-Announce-Memorandum-of-Understanding-to-Launch-New-Rise-Australia-a-SAF-and-HVO-Platform-Powered-by-XCF-2025-REe79-RFLo\/default.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Continual Renewable Ventures<\/a> is focused on infrastructure which supports long-term decarbonisation of Australia\u2019s transport sector. A key focus is enabling SAF and hydrotreated vegetable oil (HVO), or renewable diesel projects.<\/p>\n\n\n\n<p>\u201cWe intend to create a unified platform that brings together XCF\u2019s modular site design with Continual Renewable\u2019s local expertise to unlock opportunities within Australia\u2019s unique energy landscape,\u201d said Renzo Petersen, CEO of New Rise Australia.<\/p>\n\n\n\n<p>\u201cThis is not simply a design development. It\u2019s the foundation for the long-term, self-sustaining renewable fuel industry that drives investment, creates jobs and accelerates Australia\u2019s transition to energy independence.<\/p>\n\n\n\n<p>\u201cTogether, we\u2019re demonstrating how collaboration can be transformed into capability and how capability becomes the clean energy that fuels Australia\u2019s future.\u201d<\/p>\n\n\n\n<p>As XCF and New Rise Australia progress plans for new, modular production plants for SAF and renewable diesel, a collaboration between <a href=\"https:\/\/www.wagnersustainablefuels.com.au\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wagner Sustainable Fuels<\/a>, Boeing and Singapore-based energy technology provider <a href=\"https:\/\/www.flyoro.co\/\" target=\"_blank\" rel=\"noreferrer noopener\">FlyOro<\/a> has activated <a href=\"https:\/\/www.boeing.com.au\/news\/2025\/wagner-delivers-australia-s-first-dedicated-saf-blending-termina\" target=\"_blank\" rel=\"noreferrer noopener\">Australia&#8217;s first dedicated SAF blending terminal<\/a>.<\/p>\n\n\n\n<p>Located at Wellcamp Airport, near the Queensland regional city of Toowoomba, the facility is claimed by the partners to be the world\u2019s first such facility co-located at an airport.<\/p>\n\n\n\n<p>As well, Wagner has become Australia\u2019s first SAF company to be certified by the Roundtable of Sustainable Biomaterials (RSB), providing its customers with proof of fuel authenticity through verified accounting and a guaranteed chain of custody process.<\/p>\n\n\n\n<p>\u201cThis is a defining moment for sustainable aviation in Australia and underscores Wagner Sustainable Fuels\u2019 commitment to provide solutions today for the challenges of tomorrow,\u201d said the company\u2019s CEO, Matt Doyle.<\/p>\n\n\n\n<p>\u201cWith the support from Boeing, we\u2019re focused on bringing large-scale SAF and renewable diesel production to Australia and integrating it into the global supply chain through the Brisbane Recycling and SAF Facility, which is
